Update on Public Hearing for Willow/Pfingsten Development

Summary: The Wednesday August 10 Hearing on Willow/Pfingsten development is expected to open and then be continued for further consideration by the New Development Commission until its regularly scheduled meeting on Wednesday August 24.

The next meeting of the New Development Commission will be Wednesday, August 10, 2022, at 7:00 P.M. The sole topic will be the proposal by the Village of Glenview to amend “Sec. 98-84. Use table”, which sets forth what is a Permitted Use “P” and Conditional Use “C” in each of the zoning districts.


NDC Meeting: Wednesday, July 27, 2022


New Development Commission (NDC) held a public hearing on the proposed Text Amendment to the Municipal Code.


Since a public hearing to consider the proposed development application from 2660 Pfingsten LLC to redevelop the former Hart estate (SW corner of Pfingsten and Willow Roads) had already been scheduled at the New Development Commission for August 10, 2022, and in that proposal, rezoning of the property is sought is to “B-1 Limited Business District”, the impact of the Text Amendment to that application got the specific attention in the discussion.

Village Staff stated at the meeting that this was the only currently active application for rezoning. Thus, even though the documents were innocuous, there was not an empty room.


Given the discussion, nothing was decided on July 27th and there was some discussion about a new draft being prepared and presented by Staff to start the next meeting on August 10th. As of Friday morning, this draft has not been posted on the Village’s website.


Developer's Attorney Letter: Friday, July 29, 2022


Friday, on the Village’s website, the Village posted a July 29, 2022 letter from the attorney for the developer of the Willow & Pfingsten property, requesting as follows:


2660 Pfingsten Property, LLC respectfully requests that the public hearing in the captioned matter be opened on August 10, and immediately continued for further consideration by the New Development Commission at its regularly scheduled meeting on August 24.”


Thus, it appears that a substantive New Development Commission hearing re. the proposed development application on the Willow & Pfingsten property will not start until Wednesday, August 24, 2022.


For the developer this makes sense: hold off on requesting a rezoning until the Use table has been updated. Based on the July 29th letter, the developer clearly did not want these “zoning table” changes to be on the same agenda as the proposed rezoning that they are requesting in their Willow & Pfingsten application.


Village Trying to Press Ahead


The handling of this NDC meeting was a familiar story, and it appeared that the Village was trying to press it forward in one meeting on July 27th.


Much like the Allstate/Dermody meetings (2 members absent at June 22 meeting and 1 member absent at June 29 meeting, with only 5 members present at both meetings), there were absences among the NDC commissioners at the July 27th meeting too (only 5 out of 8 members were present). What was the rush on something this important?
